Colleen Frens
Colleen Frens is a Senior Staff Attorney in the Election Protection Hub at Public Rights Project, where she works to help state and local governments protect civil rights and voter access.
Before joining PRP, Colleen was the County Solicitor for Chester County, Pennsylvania, where she served as chief legal counsel to the County’s Board of Elections through some of the most highly scrutinized election cycles in the Commonwealth. She also advised the Board of Commissioners on a wide range of legal matters beyond elections, oversaw outside counsel on a broad docket of litigation, and led the county’s team of lawyers. Earlier in her career, she was a federal trial lawyer at the U.S. Department of Labor, a civil litigator, and a public defender.
She holds a J.D. from Temple University Beasley School of Law and a B.A. from Boston College. Outside of work, she enjoys reading many books at once, hiking, film photography, cooking, and playing the trumpet.
